Switching your EU Responsible Person.

The Responsible Person is a mandate, not a marriage. Brands outgrow distributor-held arrangements, consolidate markets, or simply want better service. The role transfers cleanly if you sequence the handover correctly. Here is the order of operations.

How do I switch my EU Responsible Person?

Four steps, in order: sign a written mandate with the new Responsible Person, transfer the Product Information File to their address, update the CPNP notification with the new details, then update the label. Only after all four are in place do you terminate the old mandate.

The sequencing rule comes from Article 4 of Regulation (EC) No 1223/2009: a cosmetic product may only be on the EU market with a designated Responsible Person. End the old mandate before the new one is live and your products are, for that gap, non-compliant on every shelf they sit on.

Why do brands switch?

Three patterns cover most switches: a distributor-held RP arrangement that locks the brand to one commercial partner, a scattered setup with different RPs per market that a brand wants consolidated, or a service problem: an RP who is slow, unreachable, or missing regulatory updates.

The distributor case deserves the most caution. If your distributor holds the RP mandate and the notifications, ending the commercial relationship can strand your market access. The EU Responsible Person guide explains why an independent RP avoids that trap entirely.

What happens to my CPNP notifications?

Each product's notification must be updated so the new Responsible Person holds it. The new RP takes over the product records in CPNP under their own account. That is why the handover needs both parties' cooperation, and why you should secure CPNP access before any dispute sours the old relationship.

Practically, the new RP re-establishes each product under their CPNP account with the current formulation data. It is also the natural moment to fix stale notifications: formulas that drifted from what was filed, labels that changed without an update. Do I have to relabel my products?

Yes, eventually. The Responsible Person's name and address are mandatory label particulars, so new production must carry the new RP's details. Stock already on the market with the old details needs a managed transition agreed between both RPs, not an overnight recall.

Plan the artwork change alongside the mandate, not after it. If other label updates are pending anyway, bundling them into one revision saves a print cycle. Our label requirements guide lists everything worth checking while the file is open.

What happens to the PIF?

It moves. The Product Information File must be kept at the Responsible Person's address stated on the label, so the complete, current file transfers to the new RP, who should review it on arrival, because from the day of the mandate they answer to authorities for its contents.

A serious incoming RP treats the transfer as an audit: checking the CPSR inside the dossier is signed and still true of the current formula, and that the PIF is complete. Gaps found now are fixed calmly; gaps found by an inspector are not.

How long does a switch take?

With a complete, current dossier, the regulatory side (mandate, PIF transfer, CPNP updates) is measured in weeks. The label transition sets the real calendar, since it runs at the pace of your print and production cycle. Missing or outdated documents are the only thing that genuinely slows a switch.
